Statement by HI regarding recent allegations by NGO Monitor

HI wishes to clarify its position following the publication of a recent report by NGO Monitor, which makes allegations regarding our activities in Palestine. HI strongly and unequivocally refutes these allegations, which are not based on any credible evidence. Our organisation has no affiliation with any armed group.

Our humanitarian mandate: neutrality, impartiality, independence

For more than 40 years, HI has been working alongside people with disabilities and vulnerable populations in more than 60 countries, including in the most sensitive and politicised contexts.

Our work is strictly in line with fundamental humanitarian principles:

  • Neutrality: HI does not take sides in conflicts.
  • Impartiality: our assistance is provided solely on the basis of need.
  • Independence: our operational decisions are completely separate from political, military or ideological interests.

These principles guide all our interventions in Palestine and elsewhere.

No affiliation with armed groups

HI's investigations into the allegations against it indicate that there is no truth in the claims made in the report.

To date, no competent authority, institutional donor or independent supervisory body has found any evidence to support the accusations made by NGO Monitor.

HI applies rigorous control, verification and compliance procedures in line with the requirements of our institutional donors, international regulations and good humanitarian practice.

These mechanisms concern:

  • the recruitment of our teams,
  • the selection of our partners,
  • the selection of our suppliers,
  • the selection of our sources of funding,
  • the control of our expenditure,
  • and all of our operations in the field.

Unfounded and damaging allegations

The allegations published by NGO Monitor are unfounded and not based on verified information. Their dissemination risks:

  • fuelling misperceptions about humanitarian work,
  • undermining confidence in humanitarian organisations working in crisis situations,
  • and, above all, affecting the continuity of aid provided to the most vulnerable people.

In a context already marked by extreme suffering and an immense need for assistance, HI reiterates that protecting humanitarian space is essential and requires accurate and responsible reporting.

Our commitment remains unchanged

HI remains fully committed to supporting people with disabilities, the wounded, displaced families and all those facing violence or humanitarian crises.

We will continue to work transparently with our partners, donors and public authorities, and to provide clear information whenever necessary.

We thank those who support us and reaffirm our unwavering commitment to humanitarian action based on human rights, rigour, ethics and independence.
