The Developpement Cooperation Report 2018 focuses on the “Leave no one behind” principle and analyses how OECD Member States align with the ambition of the 2030 Agenda for Sustainable Development.For the first time, Humanity & Inclusion was invited to contribute to the report and produced an article on its commitment to leave no one behind and to tackle inequality and exclusion through more adaptive and evidence based programming. The article presents the Theory of Change built around the concept of intersecting factors of inequality that reinforce the exclusion of certain people from the services they require. It also highlights the links between the TOC, the analytical framework on universal access to services, and the Institutional Policy on Disability, Gender and Age, the different tools developed by HI to respond effectively to the needs of those left behind due to disability, gender or age.The Development Cooperation Report is published annually by the Organisation for Economic Co-operation and Development (
OECD) Development Cooperation Directorate. It provides a statistical analysis of the development assistance financed by OECD Development Assistance Committee (DAC) countries: country profiles of the 30 States members detail and analyse their Overseas Development Aid and its different financing modalities. Since 2015, this report is widely disseminated by the OECD throughout the development sector and is intended as a tool to help direct aid towards achieving the United Nations Sustainable Development Goals (SDS).
